London Calling:
Local Authority Responses to Disability Hate Crime

In autumn 2013, Respond carried out a series of ‘Mystery Shopping’ phone calls to eight London boroughs:
Bexley, Brent, Camden, City of London, Croydon, Islington, Kingston and Westminster.
The calls were made by two people with learning disabilities who are members of the Respond Action Group (RAG). The callers dialled the boroughs’ general enquiries number and described a pretend incident of disability hate crime, consisting mainly of verbal abuse and name-calling. After each phone call, researchers asked the callers about their experience via a questionnaire.

The aim of this research project was to investigate the degree of awareness around disability hate crime within local authorities in London, and how the issue is dealt with at first point of contact.

The research project is a qualitative exploratory case study and as such the intention of the study was not to establish hard facts, but to gather some insight in the way a council may deal with the issue of disability hate crime and a learning disabled caller, and to develop some recommendations on this topic.
